Zusammenfassung

Mit dem Zielsteuerungsvertrag von 2017 haben Bund, Länder und Sozialversicherung in Österreich den Ausbau von Primärversorgungseinheiten (PVE) weiter forciert. Mit Stand August 2022 sind von 75 geplanten PVE jedoch erst 36 umgesetzt. Der Artikel gibt mithilfe von spieltheoretischen Modellen Aufschlüsse darüber, wie sich der Marktanteil von PVE erhöhen lässt. Die Ergebnisse zeigen, dass hierfür Kooperationen, ausgeglichene Machtverhältnisse zwischen den Akteuren und ein Anreiz für Versicherte essentiell sind. Auch durch öffentliche (Zu-)Zahlungen lassen sich PVE-Marktanteil sowie Nutzenwerte der Leistungserbringer steigern. Die Ergebnisse können darin unterstützen, die ab 2022 zur Verfügung stehenden Mittel im Rahmen des EU-Aufbau- und Resilienzplans zur Attraktivierung und Förderung der Primärversorgung optimal einzusetzen.

Abstract

With the target control agreement of 2017, the government, the federal states and the statutory health insurance in Austria have further pushed the expansion of primary care units (PCU). As of August 2022, only 36 of the 75 planned PCUs have been implemented. The article uses game-theoretic models to shed light on how PCU can increase market share. The results show that cooperation, balanced power relations between the actors and an incentive for insured persons are essential for this. Public (additional) payments can also increase the PCU market share and utility values of the health care providers. The results can help to optimally use the funds available from 2022 within the framework of the EU recovery and resilience plan to make primary care more attractive and promote it.
