ZUSAMMENFASSUNG

Kontagiöse Erkrankungen können durch den Luftverkehr verbreitet werden. Umgekehrt können Epidemien und Pandemien sowie die Reaktion darauf erhebliche Auswirkungen auf den Luftverkehr und seine wirtschaftlichen Grundlagen haben. Gesetzliche Regelungen auf nationaler und internationaler Basis, insbesondere die International Health Regulations (IHR), sollen die Verbreitung kontagiöser Erkrankungen über den internationalen Verkehr verhindern. Durch verschiedene Maßnahmen sollen Flugreisen von Infizierten verhindert werden. Das Übertragungsrisiko von Infektionskrankheiten an Bord ist minimal. Aus medizinischen Gründen und aufgrund der internationalen Rechtslage verbietet sich jedoch ein Lufttransport infektiöser Passagiere. Screeningverfahren sollen einen solchen verhindern. Bei Auftreten von Krankheitsfällen an Bord werden umfangreiche Maßnahmen eingeleitet, um die Ansteckung weiterer Passagiere zu verhindern. Für den Lufttransport infektiöser Patienten steht derzeit noch keine Standardlösung zur Verfügung.

ABSTRACT

Contagious diseases can be distributed by air traffic. On the other hand epidemics and pandemics as well as the subsequent reactions of the government may have a heavy impact on aviation and its economic basis. Regulations on national and international level – especially the IHR (International Health Regulations) are implemented to prevent spread of contagious diseases via international traffic. Various mitigation measures prevent contagious patients to fly. However, the risk of transmission is only minimal. For medical and legal reasons air transport of contagious patients is not feasible. Screening procedures are implemented to prevent it. Should contagious patients be detected on-board, various procedures are in place to prevent transmission to fellow passengers or crew. For the air transport of contagious patients there is no standard solution in place.
