Qualität und Effektivität - dreiseitige Betrachtung zweier Begriffe¹

Zusammenfassung

Das Wesen und die Ziel-Mittel-Strategie der Arbeit im Gesundheitswesen werden heute durch das Begriffspaar „Qualität und Effektivität” charakterisiert. Wissenschaftsmethodologisch als auch praktisch sind die Abgrenzung und Quantifizierung, aber vor allem die Dialektik qualitativer und quantitativer Aspekte von wachsender Bedeutung für die konkrete Nutzung der qualitativen Wachstumsfaktoren im Gesundheits- und Sozialwesen. Es wird auf die differenzierte Betrachtung von Leistungs- und Ergebnisaussagen und ihre konkrete Bezugnahme zu Aufwandskategorien eingegangen, wodurch dem Wesen der Effektivität als übergreifender Begriff zur Optimierung jedes gesellschaftlichen Arbeitsprozesses entsprochen wird. Besonders, die Dialektik medizinischer und ökonomischer Aspekte aus verschiedenen Blickrichtungen führt zu praktischen Konsequenzen bei der Quantifizierung der Leistungen und ihrer Bewertung. Unter Beachtung der untrennbaren Einheit von Qualität und Quantität wird die Effektivität aus medizinischer, betriebswirtschaftlicher und sozialer Sicht näher charakterisiert. Dies geschieht mit der Zielstellung, die leistungsfördernde Leitung und das Leistungsverhalten der Mitarbeiter zu vervollkommnen.

Summary

Today, the entity and the strategy of purpose and means of the work in public health are characterized by the pair of notions “quality and effectiveness”. With regard to the methodology of science as well as in practical respect the delimitation and quantification, above all, however, the dialectics of qualitative and quantitative aspects are of increasing significance for the concrete use of the qualitative growth factors in public health and social welfare. The author enters the differentiated consideration of statements concerning performance and result and their concrete reference to categories of expenditure, whereby it is answered to the entity of effectiveness as encroaching notion for the optimization of every social working process. Particularly the dialectics of medical and economic aspects from various points of view leads to practical consequences in the quantification of the performances and their valuation. Taking into consideration the unseparable unit of quality and quantity the effectiveness is further characterized from the medical and social point of view as well as from the point of view of industrial management. This takes place with the purpose to improve the management furthering the achievement and the behaviour of the co-workers with regard to their achievement.
