Health products for external use can belong to the legal categories medicinal products,
medical devices, biocidal products or cosmetic products. In Germany the demarcation
between these categories is based on the national and EU legislation which is applied
case-by-case on each single product. Main criteria for the classification are the
intended purpose of the product (cosmetic function vs. therapeutic application) and
the concentration, daily dosage and mode of action of the active ingredients.
