Zusammenfassung
Herstellung und Einsatz stallspezifischer, besser bestandsspezifischer Vakzinen sind durch das Tierseuchengesetz und die Tierimpfstoff-Verordnung geregelt. Unter Bezug auf den Gemeinschaftskodex für Tierarzneimittel der Europäischen Union werden die rechtlichen Bedingungen dargestellt. Insbesondere ist zu berücksichtigen, dass Bestandsimpfstoffe nur als Inaktivate hergestellt werden dürfen. Sie sind ferner nur erlaubt, wenn für die betreffende Indikation keine zugelassenen Impfstoffe vorhanden sind. Mit der so genannten MUMS-Regelung wurde im europäischen und deutschen Recht eine weitere Möglichkeit geschaffen, um Lücken im Impfstoffportfolio zu vermeiden. Bestandsimpfstoffe können unter entsprechenden Voraussetzungen zu MUMS-Produkten weiterentwickelt werden. Bestandsspezifische Impfstoffe können und sollen keine Alternative zu zugelassenen Vakzinen sein. Sie stellen aber eine wichtige Ergänzung des Impfstoffportfolios dar und werden als solche für eine optimale tierärztliche Prophylaxe auch in Zukunft benötigt.
Summary
Manufacture and use of stable-specific, or rather herd-specific vaccines are regulated through the Tierseuchengesetz (German Infectious Animal Disease Act) and the Tierimpfstoff-Verordnung (German Veterinary Vaccine Regulations).The legal provisions are presented with reference to the community code for veterinary medicinal products in the European Union. It should be particularly taken into account that herd- specific vaccines can only be manufactured as inactivates. They are furthermore only permitted if there are no licensed vaccines available for the relevant indication. An additional alternative was created under European and German law with the so-called MUMS legislation to avoid gaps in the range of vaccines. Given the relevant pre-requisites, herd-specific vaccines can be developed further into MUMS products. Herd-specific vaccines cannot and should not be alternatives to licensed vaccines. They are, however,an important supplement to the vaccine portfolio and as such will be needed in the future also as an optimal veterinary prophylaxis.
