Zusammenfassung
Die Stadt Zürich betreibt seit über drei Jahrzehnten Drogenkonsumräume (Kontakt-
und Anlaufstellen K&A genannt), seit 2004 mit spezifischen Räumen für den
inhalativen Konsum von Crack. Obschon Menschen mit einer Crack-Abhängigkeit
somit seit mehr als zwei Jahrzehnten versorgt werden, stand Zürich im Sommer
2023 – knapp 30 Jahre nach der Schliessung der weltbekannten offenen Drogenszene
am Bahnhof Letten – vor der Herausforderung einer neuen offenen Drogenszene.
Aufgrund einer städtebaulichen Entwicklung musste eine der beiden zentral
gelegenen Kontakt- und Anlaufstellen an den Stadtrand verlegt werden. Die
verringerte Attraktivität dieses Standorts sowie die hohe Verfügbarkeit von
Kokain (darauf basiert Crack) führten dazu, dass sich innert weniger Monate eine
kleine offene Drogenszene in einem Park bilden konnte. In der Folge entstand
hoher politischer und medialer Druck. Die Stadt musste rasch eine Lösung finden.
Mittels Containern konnte im November 2023 eine temporäre K&A in der
Innenstadt eröffnet werden. Dank dieser, gekoppelt an ein Bündel an Massnahmen,
konnte die offene Drogenszene rasch wieder ein-gedämmt werden. Neben einem
bedürfnisgerechten Angebot an Drogenkonsumräumen ist ein wichtiger Schlüssel zur
Vermeidung von offenen Drogenszenen, dass der Kleinhandel mit illegalen
psychoaktiven Substanzen in den Einrichtungen toleriert wird. Was in der
Deutschschweiz seit Jahrzehnten erprobt und unbestritten ist, ist im Rest von
Europa (noch) undenkbar. Mit der Folge, dass Menschen mit einer
Abhängigkeitserkrankung unter Umständen die notwendigen medizinischen und
sozialarbeiterischen Hilfen nicht erhalten.
Abstract
The city of Zurich has been operating drug consumption rooms (called contact and
drop-in centres K&A) for over three decades, with specific rooms for the
inhalation consumption of crack cocaine since 2004. Although people with a crack
addiction have thus been cared for for more than two decades, Zurich was faced
with the challenge of a new open drug scene in the summer of 2023 - almost 30
years after the closure of the world-famous open drug scene at Letten railway
station. Due to urban development, one of the two centrally located contact and
drop-in centres had to be relocated to the outskirts of the city. The reduced
attractiveness of this location and the high availability of cocaine led to the
formation of a small open drug scene in a park within a few months. Political
and media pressure quickly mounted. The city had to work flat out to find a
solution. Using containers, a temporary Drug Consumption Facility was opened in
the city centre in November 2023. Thanks to this, coupled with a bundle of
measures, the open drug scene was quickly contained again. In addition to a
needs-based range of drug consumption rooms, an important key to avoiding open
drug scenes is that the small-scale trade in illegal psychoactive substances is
tolerated in the facilities. What has been tried and tested and undisputed in
German-speaking Switzerland for decades is (still) unthinkable in the rest of
Europe. As a result, people with an addiction may not receive the necessary
medical and social support.
